تحالف آفاق مدنية: فرصة جديدة لتمكين فضاء مدني دامج ومراعي لحقوق الإنسان والديمقراطية التشاركية والحريات الأساسية

يستعد المعهد العربي لحقوق الإنسان عبر تشكيل تحالف "آفاق مدنية" مع مجموعة من منظمات حقوق الإنسان في شمال افريقيا والشرق الأوسط (مبادرة مناظرة، منظمة المرأة العربية في الأردن، جمعية فزان بليبيا، مجموعة الأمن الإنساني، جمعية الأمل في العراق، برنامج التكتيكات الجديدة في حقوق الإنسان) لإطلاق برنامج عمل مشترك من أجل تعزيز البيئة الملائمة لخلق فضاء مدني يساعد على النهوض بحقوق الإنسان ومبادئ الديمقراطية والحريات الأساسية وذلك عن طريق بناء قدرات المنظمات المحلية العاملة في مجالات حقوق الإنسان والمواطنة  وتمكين  المجتمع المحلّي خاصة النساء والشباب والفئات المهمّشة. كما سيركّز برنامج العمل على تحقيق أرضية تعاون وتنسيق بين مكونات المجتمعات المحلية في تونس والمغرب وليبيا والأردن والعراق ولبنان من أجل احتواء الدوافع الرئيسية لتراجع الفضاء المدني وفقدان الحريات خاصة مع تأثيرات أزمة انتشار فيروس كوفيد-19 والقيود التي فرضتها قوانين وإجراءات مكافحة الإرهاب في منطقة الشرق الأوسط وشمال افريقيا.

وقد انعقد اللقاء التنسيقي الأوّل لتحالف آفاق مدنيّة يوم 27 جانفي/ كانون الأوّل 2022 من أجل وضع خطّة العمل والخطوات القادمة للبرنامج. ويذكر أن برنامج العمل بتمويل من الاتحاد الأوروبي.

Civic Horizons Consortium: A new opportunity to enable an inclusive civic space that includes respect of human rights, participatory democracy and fundamental freedoms.

The Arab Institute for Human Rights is preparing, forming a partnership with other human rights organizations in North Africa and the Middle East (Munathara Initiative, Arab Women’s Organization in Jordan, Fezzan Libya Organization, Human Security Collective, AlAmal Association in Iraq, New Tactics in Human Rights Program), to launch a joint program to enable a suitable environment to create a civic space that helps advancement of human rights, democratic principles and fundamental freedoms by building the capacities of local organizations, which are working in the areas of human rights and citizenship and empowering the local community, especially women, youth and marginalized groups.  This work program will also focus on achieving a common ground of cooperation and coordination between the components of local communities in Tunisia, Morocco, Libya, Jordan, Iraq and Lebanon in order to deal with the main motives of shrinking civic space and the loss of freedoms, especially with the impacts of the crisis of the spread of the Covid-19 and the restrictions imposed by laws and regulations of counter-terrorism in the Middle East and North Africa.

The first coordination meeting of the Civic Horizons consortium was held on January 27, 2022 in order to set the work plan and the next steps for the program. It is also notable to mention that this work program is funded by the European Union.
